Following UN General Assembly Resolutions 45/72 and 50/27, the Space Applications Program set goals and an action plan for establishing regional centers in each region covered by the UN Economic Commissions: Africa, Asia and the Pacific, Europe, Latin America and the Caribbean, and Western Asia.

In 1992-1998, the program conducted a series of evaluation missions to countries that offered to host a center in their regions in order to assess the feasibility of potential host institutions and to conduct detailed analyzes of these offers. After careful consideration of each assessment report prepared by the international expert groups that participated in the assessment missions, a host country and an institution in each region were identified as the most suitable locations for the regional centres.
